Administrative and MOHRE Powers of Attorney

An administrative power of attorney defines what a representative may do before a receiving organisation, including whether the intended task involves submission, signing or collection. For a Ministry of Human Resources and Emiratisation request or another administrative process, identify the actual procedure. The authority’s name alone is not enough to establish which document is appropriate.

Power of attorney, declaration or undertaking?

The recipient may require someone to act for you, a statement you make about a fact, or a commitment you undertake. These documents serve different purposes. Provide the written request so the review can establish who should sign, what they are declaring or delegating and why the recipient needs it. Do not substitute one document simply because another looks similar.

Define the representative’s actions

Discuss submission, follow-up, document collection and signing as separate powers. For a business request, explain the representative’s connection to the establishment and the capacity of the person granting authority. A general instruction to follow up an application should not be treated as automatically authorising settlement, acknowledgment of a financial obligation or waiver of a right.

Requests involving MOHRE

Identify the service using the name shown in the Ministry’s instructions and explain whether it concerns an employer, establishment or employee. Have the actual requirement reviewed rather than describing the request only as a Ministry transaction. If a declaration or undertaking is required, the enquiry can be directed to the relevant document route. A power of attorney does not guarantee acceptance of the underlying application.

An initial information checklist

Do not send an employee file, account password or verification code with an initial enquiry. Begin with information that explains the task. The team will identify the supporting records and document channel after reviewing it.

  • The receiving organisation, service and intended action.
  • Written instructions or a prescribed form.

What affects timing and charges?

The signatory’s capacity, document type, number of organisations or actions, translation and supporting records influence the estimate. The recipient’s administrative requirements and transaction fees are separate from the agreed notarisation scope. Eligibility is considered according to the transaction and its requirements; a client’s location or access to video calling does not establish that every request can follow the same procedure.

Does authority to follow up include collecting money?

Do not assume that it does. Identify any financial or collection powers you want reviewed, together with the recipient’s requirements and any intended restrictions.

Can I provide an appointment instead of an undertaking?

The recipient’s actual request must be checked. Representation and a personal commitment have different purposes, so one should not be substituted without assessing suitability.

Should I share Ministry account credentials?

No. A document enquiry does not require your password or verification code. Use the recipient’s authorised channels for access and representation.
